: In 2025, the Russian Federation continued its “special military operation” in Ukraine and focused primarily on strengthening its stance against the West; within this framework, it concentrated its defense policy and activities on increasing the defense budget, expanding the structure of the Armed Forces, establishing new military units to reach a force size of 1.5 million personnel, modernizing weapons and military equipment, and broadening cooperation with countries engaged in military and military-technical collaboration. Since the collapse of the Soviet Union (former name), Russia’s defense policy and activities have been less about ensuring stability and more closely tied to ambitions of restoring geopolitical influence and great power status; the “special military operation” launched in Ukraine since 2022 has accelerated the transition of the entire economic, social, and legal system into a “wartime regime,” forming the basis for modernizing strategic nuclear forces, restructuring conventional armed forces, expanding mobilization and contract personnel, and setting defense spending at an unprecedented share of GDP.
